PROBLEM TO BE SOLVED: To provide a liquidtight/airtight structure of a PC ground tank capable of eliminating a dike with an inexpensive and simple structure. SOLUTION: A liquidtight/airtight sheet 7 is formed by sticking a metal sheet 8 using an aluminum sheet not damaged even when the aluminum sheet touches stored cryogenic liquid to a fiber sheet 9 such as glass fiber used for reinforcing a strength. The liquidtight/airtight sheet 7 is stuck to one surface of a PUF panel 4, and inserted into a clearance between the PC dike 2 and a membrane 5, but the liquidtight/airtight sheet 7 is disposed on a side where the sheet is allowed to abut on the membrane 5 to form the side wall 1a of the PC ground tank 1.
