PROBLEM TO BE SOLVED: To perform valve timing control having high responsiveness, by forming a timing advance state by rapidly supplying working fluid into a timing advance chamber in starting an engine. SOLUTION: In valve timing control of an internal combustion engine, working fluid is guided from an actuating pump through a working fluid feeding hole of a cylinder head, a working fluid introducing hole of a camshaft, and a working fluid passage in this order, and the valve timing is controlled in response to liquid pressure of the working fluid. While the internal combustion engine is stopped, a stop position controlling means controls a relative position of the camshaft and the cylinder head so that the working fluid introducing hole of a camshaft is not fitted to the working fluid feeding hole of the cylinder head. Therefore, the working fluid remains in the working fluid passage in the stopping state of the internal combustion engine, and the valve timing control is rapidly be started in starting the engine.
