PROBLEM TO BE SOLVED: To continuously manufacture sandbags in simple construction while omitting bag opening/closing operation with manpower by supplying a bag material for the sandbags ordinarily widely used for retaining soil and building up a bank at various kinds of construction sites, in a serially rolled fashion. SOLUTION: The bagged material 5 is rolled which is integrated with planar fasteners attached to both longitudinal ends of the bagged material and predetermined side positions, and a material including a fixed amount of sediment or the like is supplied by using a measuring bucket 3. When it is lowered with the application of the load, the planar fasteners are press-bonded by press bonding rollers 6, 7 installed on the way to continuously manufacture the bag-shaped sandbags.
