PROBLEM TO BE SOLVED: To provide a polishing tool having a long service life while efficiently finishing a hard and fragile material or a metal material at high quality, and also to provide a device and method for manufacturing the polishing tool. SOLUTION: This device 1 for manufacturing a polishing tool is provided with: an application mechanism part 3 applying a binder 12 on a base material 11; and a spraying mechanism part 4 forming a polishing layer by scattering abrasive grains 13 from the above of a binder 12 to bond them to the binder 12, when manufacturing a polishing film 10 wherein abrasive grains 13 comprising granules consisting minute primary particles partially binding each other and having cavities, are bound on the base material 11 with the binder 12 to form the polishing layer. Therefore, the abrasive grains 13 are certainly bound on the base material 11, the protruded amount of the abrasive grains 13 from the binder 12 is also surely secured, and the polishing film 10 having a long tool life is manufactured.
