PURPOSE: Provided is a method of manufacturing interior panels having improved incombustibility and lightweight by using incombustible materials and forming regular pores inside the panels unlike panels forming irregular pores. CONSTITUTION: The interior panel(1), showing a decrease in weight by 30-50%, is manufactured by the following steps of; preparing a putty by mixing powder of raw materials such as rice hull, waste paper, charcoal and flour(or corn powder) in a ratio of 3:3:1:3, adding water to mixed materials to be a weight ratio of 3:1, and boiling at 120-150deg.C for 20min; making a hollow capsule(2), unit particle comprising panel, having a 3-7mm size; spraying stone and shell powder(2a) on the surface of the capsule to be 2-3mm of thickness; drying capsules coated with stone and shell powder with hot blast; mixing capsules with a binder(3) such as silicon, glue or glutinous materials; and pressing to a form of panel.
