The converter has a fixed vertical post (1) carrying a horizontal wheel (2), which carries two wheels with pendulums (14) suspended round their periphery. The horizontal wheel is set in rotation by an electric starter motor (15). Pulleys (11,12) with belts (13) couple rotation of the wheel to the two wheels carrying pendulums, which oscillate, and their differential effect sustains rotation.
