PURPOSE: An apparatus and a method for creating pilot signals and a system and a method for measuring the location of an MS(Mobile Station) using the same are provided to exactly and economically measure the location of an MS. CONSTITUTION: A base station(300), a 1FA/3 sector BTS(Base Transceiver Station), provides reference time to pilot signal creation units(310-1-310-6) through optical cables(320-1-320-6) respectively, and receives time difference information from the pilot signal creation units(310-1-310-6). The base station(300), managing a cell(330), the coverage to provide CDMA services to subscribers, comprises 3 sector antennas to respectively cover sectors(340-1-340-3). Also the base station(300) sends a pilot pseudo noise signal, receives a response signal for the pilot pseudo noise signal from an MS(160), and creates the second time difference information. A BSC(Base Station Controller)(350) receives a location confirmation request from the MS(160), confirms the location of the MS(160), and transmits a handoff area classification message to the MS(160).
