PURPOSE: To improve character recognition accuracy of a document picture including a plurality of languages. CONSTITUTION: A re-recognition range is set based on a result recognized by using a first recognition means, and a second recognition means recognizes a character again. When similarity higher than that obtained by the first recognition means is obtained as a result of re-recognition, a recognition result of the first recognition means is replaced with that of the second recognition means on the re-recognition range.
