PROBLEM TO BE SOLVED: To provide a manufacturing method which mixes and disperses reinforcing fibers uniformly in a mortar or a concrete at a kneading site without generating a fiber ball and a best-suited manufacturing device for this method. SOLUTION: The cut organic or inorganic reinforcing fibers 4 are mixed and dispersed in the mortar or the concrete by kneading the mortar or the concrete with the help of a mixer l while continuously charging the cut fibers 4 into the mixer l filled with a specified amount of the charged mortar or concrete.
