PROBLEM TO BE SOLVED: To reduce assembly time and work for enabling reduction of manufacture cost by minimizing the number of parts of an enclosed heat exchanger for a cooling tower and by eliminating, in the assembly thereof, a work for spot welding tube spacer receptors onto side plates and a work for bolting the side plate on a frame of the cooling tower. SOLUTION: In the heat exchanger, curved portions 12 of an enclosed heat exchange unit 16 are assembled on respective tube spacers 40, an engaging jaw 32 on each side plate 30 is supported by a supporting jaw 22 protruding from a circumference of a pipe, i.e., a post 20 of a cooling tower B, and a flange 46 that is formed on an opening edge of each tube spacer 40 to vertically extend slides and engages from longitudinal direction into a supporting groove 34 that is formed inner surface of each side plate 30.
