PROBLEM TO BE SOLVED: To obtain a high-quality polymer over a wide operation range by minimizing the retention of the treating liquid on the surface of a rotary shaft in a vessel and suppressing the formation of scale. SOLUTION: The continuous stirring apparatus has two rotary blades rotating opposite to each other and parallelly placed in horizontal direction in a long horizontal cylindrical vessel, and the treating liquid is stirred/mixed by the reverse rotations of the two rotary blades while moving the liquid from one end to the other end of the vessel. Supporting members 4 fixed to the rotary shafts (3a-3b and 3c-3d) supported to both ends of the rotary blades are connected through a connection member at a position separated from the center of the rotary shaft. A plurality of plate stirring blades 6 are attached to the connection member 5 in a state aligned in the longitudinal direction of the rotary shaft.
