PROBLEM TO BE SOLVED: To solve the serious problem of a plasma display panel that visibility of black display is poor in the case of panel display in a place which is not sufficiently bright. SOLUTION: In an initialization period of at least one of a plurality of sub-fields, a voltage dropping from a voltage equal to or lower than a discharge start voltage for a maintaining electrode toward a voltage higher than the discharge start voltage is applied to a scanning electrode after voltage rising from a voltage equal to or lower than a discharge start voltage for the maintaining electrode toward a voltage higher than the discharge start voltage is applied to the scanning electrode. In the remaining initialization periods of the other sub-fields, voltage slowly changing from a voltage equal to or lower than a discharge start voltage for the maintaining electrode toward a voltage higher than the discharge start voltage is applied to the scanning electrode in a period after the end of the sub-field maintaining period to the write period.
