PROBLEM TO BE SOLVED: To provide a binarizing apparatus and method for performing binarizing processing while taking into account a luminance of a present pixel and a luminance difference between pixels. SOLUTION: The video binarizing apparatus includes a detector for detecting a local adaptive critical value with respect to the present pixel from area characteristics of pixel in video and a comparator for comparing the local adaptive critical value with the value of the pixel and outputting a binary pixel value corresponding to the pixel. Thus, when detecting the local adaptive critical value, a local average parameter F<SB>Loc</SB>associated with a high frequency component is locally adjusted by a window area and provided later. The number of frequency of changing binarized output video from black pixel to white pixels or from the white pixels to the black pixels is decreased in comparison with an existent scheme to obtain video in which the high frequency component is relatively decreased so that compressibility to the outputted binarized video is improved.
