PROBLEM TO BE SOLVED: To control an access right in implementing software. SOLUTION: This computer security system comprises a policy determining means for determining a security policy describing information on whether the access right is granted to a resource or not, an access right determining means for determining the access right on the basis of the policy determined by the policy determining means, an access right confirming means for confirming whether a user has the access right or not, a condition designating means for designating conditions for determining the grant of the access right, and a conditional access limiting means for determining the limit of the access right when the conditions designated by the condition designating means are met.
