PROBLEM TO BE SOLVED: To constitute a three-dimensional periodic structure which is applicable to a function element of a small size even in a frequency band lower than an optical frequency, such as, for example, a microwave band, and a method for manufacturing the same, a high-frequency element, and a high-frequency system. SOLUTION: The three-dimensional periodic structure 101 comprises a three-dimensional periodic structural section 100 in which two substances varying in dielectric constants are distributed with periodicity in three-dimensional axial directions and an object 3 of prescribed dimensions, such as a dielectric substance, which is embedded into the structural section 100 and is different from the two substances constituting the three-dimensional periodic structural section.
