PROBLEM TO BE SOLVED: To easily and certainly couple the intersection parts of wire rods in a bending section or a branching section of a keeper formed of plurality of wire rods, to secure a required coupling strength, and to arbitrarily adjust the angle of intersection of the wire rods in the bending section or the branching section of the keeper. SOLUTION: Vertically crossing parts of the wire rods 7 constituting the keeper 2 are coupled. This wire rod coupling tool is provided with an upper coupling tool body 12 engaging with an upper wire rod 7 disposed upside, a lower coupling tool body 12 engaging with a lower wire rod 7 disposed downside, and a bolt 21 and a nut for vertically and relatively pulling the upper coupling tool body 12 and the lower coupling tool body 12. The upper coupling tool body 12 and the lower coupling tool body 12 are provided relatively turnably so as to engage with the upper wire rod 7 and the lower wire rod 7 that cross each other at an appropriate angle, and the intersection parts of both crossing wire rods 7 are coupled at the appropriate angle with the bolt 21 and the nut.
