PROBLEM TO BE SOLVED: To provide a remote controller code transmitter, capable of preventing a terminal which originally does not need interpretation of control codes from carrying out wasteful processings and preventing this terminal from carrying out unexpected operations, even when transmitting control codes in a broadcast system in which a many and unspecified terminals can receive. SOLUTION: When packetizing control codes (optical signals) from a remote controller which are received by a light-receiving unit 201, the received control codes are converted into data which a data conversion unit 203 can store in a data portion of a packet, and a communication protocol unit 204 generates a packet, which stores this data which becomes normally invalid.
