Heat exchanger comprising at least two heat exchange cells (80), including a first plate (85) and a second plate (90) having an outer surface, raised peripheral edges (135), an inlet aperture (110), an outlet aperture (115), and a heat exchange area (120) extending between the inlet aperture and the outlet aperture. The heat exchange area (120) of the first plate (85) is aligned with the heat exchange area of the second plate (90) to define an internal U-shaped flow path and the raised peripheral edges of the first plate connect to the raised peripheral edges of the second plate to substantially enclosing the U-shaped flow path between the first (85) and second (90) plate. An internal finned member (95) is disposed within the internal U-shaped flow path and is attached to one of the first (85) and second (90) plates and an external finned member (105)is connected to the outer surface of the first plate (85).
