<P>PROBLEM TO BE SOLVED: To obtain a three-dimensional periodic structure, which is applicable to a transmission line and a function element for signals in, for example, the microwave band and can be made small-sized, a method for manufacturing the same, a high-frequency element, and a high-frequency device. <P>SOLUTION: A three-dimensional periodic structure part 100 in which two substances differing in dielectric constant are distributed periodically in three-dimensional axial directions is formed, a dielectric layer 1' is formed around it to a specified thickness, and an external conductor 8 is further formed on its external surface.
