PROBLEM TO BE SOLVED: To provide a technique by which the development cost of an MCM product can be reduced and the development TAT of the product can be shortened. SOLUTION: The signal terminals, the functions of which are made unchangeble by changing the bit width, of chips 12A and 12B are connected to other signal terminals through wiring 15 formed on an MCM substrate 11. The signal terminals with the changeable functions of the chips 12A and 12B are connected to other signal terminals not through the wiring 15 formed on the substrate 11, but through, for example, the wiring 26 of a user substrate 24 on which the MCM substrate 11 is mounted through external connecting terminals.
