PROBLEM TO BE SOLVED: To provide a paper discriminating device capable of discriminating a type by receiving only the single polarization component of light and reducing the size and cost of the entire device. SOLUTION: This paper discriminating device comprises a light emitting device 1 radiating measurement light polarized in a specified polarizing direction onto a type-discriminated paper 7 at a specified incident angle 6, a light receiving device 3 receiving, as a polarization component, a specified polarization component among the measurement light radiated from the light emitting device 1 and reflected on the discriminated paper 7 and outputting a received light signal, and a paper discrimination part 5 discriminating the type of the discriminated paper 7 based on the received light signal outputted from the light receiving device 3.
