PROBLEM TO BE SOLVED: To provide a resin composition which imparts good flexibility and washing durability as a resin binder for fiber processing of various functional agents, its manufacturing method, and a fiber processing treatment product. SOLUTION: The method for manufacturing the silicone acrylic resin composition comprises a step of adding a (meth)acrylic ester monomer to a mixed dissolved solution of a surface active agent for emulsion polymerization and water, and agitating the mixed solution to obtain an agitated emulsion; a step of adding an organopolysiloxane compound emulsion to be obtained by forming an adduct of an alkoxy group-containing organosilicon compound to an emulsified product of at least one silicone oil selected from an amino group-modified silicone oil and an epoxy group-modified silicone oil to the agitated emulsion, and agitating, mixing, and heating the resulting mixture to obtain a heated mixed fluid; and a step of adding a radical polymerization initiator to the heated mixed fluid, and maintaining the resulting fluid at a predetermined temperature.
