PROBLEM TO BE SOLVED: To provide a urethane resin composition which is easily prepared and used in an undercoat which excludes polyvinyl chloride resin, and imparts an undercoat film with changeable physical properties such as flexibility, extensibility, tensile strength, flame retardancy, adhesivity etc. SOLUTION: The urethane resin composition comprises a blocked urethane prepolymer comprising an urethane prepolymer which is obtained by polycondensation of a polyol and an organic isocyanate and having terminal isocyanate groups protected by a blocking agent, and a crosslinking agent which crosslinks each terminal group of the deprotected blocked urethane prepolymer, and acts as a self-crosslinking composition.
