PROBLEM TO BE SOLVED: To provide an emulsifying polyisocyanate that has high penetrability into a porous substrate and is suitable for treating the porous substrate. SOLUTION: The polyisocyanate for an aqueous coating agent is an emulsifying polyisocyanate having an allophanate group. The viscosity of the solid is not more than 1,000 mPas at 25°C. The polyisocyanate may contain 1-15 wt% of a polyoxyethylene chain. The emulsifying polyisocyanate is diluted with water and is used to treat the porous substrate. COPYRIGHT: (C)2004,JPO
