PROBLEM TO BE SOLVED: To provide a flat-bed offset press being used for forming a high resolution pattern where meandering is eliminated in the film thickness direction and the line width direction at the printing area of a printed matter. SOLUTION: The flat-bed offset press comprises a base 2, an ink supply roll 8 fixed to the base 2, a carriage 5 provided with an ink filling roll 7 and a blanket drum 6 and is reciprocal on the base, and a printing surface table 4 and a printing surface plate 3 secured to the base 2 wherein the carriage 5 has a means for pressing on the surface of the blanket drum 6. A printing plate is filled with ink by means of the ink filling roll, the ink is received by the blanket drum by rotary moving it on the printing plate filled with ink and then the ink face is pressed by the pressing means. Since a constant ink film thickness is ensured on the blanket, a printed matter of high quality high resolution pattern causing no meandering or pinhole when being transferred to a printing material can be obtained.
