PROBLEM TO BE SOLVED: To recover a muddy product and garbage, obtained by washing surplus soil of construction and public works containing gravel and/or sand, and separating the gravel and/or the sand, and having a high content of water as useful improved soil without leaving them as an industrial waste after the treatment. SOLUTION: The method comprises a first step for producing a pulverized residue of flora and fauna by cleaning, pulverizing and dehydrating the residue of the flora and fauna, a second step for regulating the water content of the muddy product having the high water content, obtained by washing the surplus soil of the construction and the public works containing the gravel and/or sand, and separating the gravel and sand, a third step for producing a water-containing soil by mixing the pulverized residue of the flora and fauna with the muddy product having the regulated water content, and a fourth step for carrying out a fermentation treatment of the obtained water-containing soil.
