PROBLEM TO BE SOLVED: To provide a broadcast transmitting system in which host devices control a controller, a host device is switched automatically without using a monitor device when a failure occurs, and the failure of the host device is correctly detected. SOLUTION: A controller 8 is connected to a plurality of host devices 6 and 7-1, monitors the host devices. This controller is provided with a control right managing means 14 for detecting the failure of the host device 6 having a control right for the controller 8, and for automatically realizing the transition of the control right to the other normal host device 7-1.
