PROBLEM TO BE SOLVED: To provide a luminescent transparent sheet provided with an illuminating/light shielding function by forming a irregular reflection part in the inside without reducing the strength of the transparent sheet and illuminating the whole surfaces of the transparent sheet by light emission from a light source arranged on the side end face and a light transmitting function by restoring a transparent state by dimming. SOLUTION: Micro-cracks 8 are engraved in the thick part inside 2b of a glass plate 2 and light emitting diodes 5, 6 for emitting or quenching light to/from the thickness part inside 2b of the glass plate 2 are arranged on the side end face 2a of the glass plate 2. When light is emitted from the diodes 5, 6, the light diffusely reflected on the micro-cracks 8 is discharged from both the surface 2c and rear face 2d of the glass plate 2, and when the light sources are quenched, the glass plate 2 is restored to a transparent state to function the glass plate 2 as an illuminating plate or a light shielding plate.
