PROBLEM TO BE SOLVED: To provide a biodegradable polyester resin. SOLUTION: This polyester resin is obtained by polymerizing at least a compound (A) represented by formula (I) (wherein p is a 0-10 integer, X is a hydrogen atom, a hydroxy group or a≤10 C alkoxy group, q is a 1-3 integer, R<SB>1</SB>and R<SB>2</SB>are each a hydrogen atom, an alkali metal, an ammonium ion or a≤20 C organic group, R<SB>3</SB>s represent each a hydrogen atom or a≤10 C hydrocarbon group and at least one of them is a group except the hydrogen atom) and compound (B) represented by formula (II) (wherein Y is a≤20 C hydrocarbon group), in which an amino group or ammonium group has a 1-80 mol% substitution ratio by a substituent except the hydrogen atom.
