PROBLEM TO BE SOLVED: To provide a water-resistant cationic particulate resin composition excellent in the stability of emulsified particles because of good polymerization stability, in the ability to wet a substrate and to permeate thereinto, and in gloss, water resistance, weathering resistance, and stain resistance and to provide a method for producing the same. SOLUTION: The water-resistant cationic particulate resin composition contains in an aqueous medium cationic particulates of a composite structure which is composed of a protective colloid component comprising a cationic water-soluble resin A which is prepared from comonomer components being at least one monomer (a) selected from an amino-group-containing unsaturated monomer and a quaternary salt thereof and at least another unsaturated monomer (b) and in which the amino groups are cationized and a long-chain alkyl group containing quaternary ammonium salt and a core component comprising a copolymer resin B which contains at least two unsaturated monomers (c) as comonomer component and in which the resin A is present in an amount of 10-300 pts. wt. per 100 pts. wt. nonvolatiles of the resin B.
