PROBLEM TO BE SOLVED: To provide a semiconductor laser that can prevent the occurrent of insufficient light quantity through an optical system and the eclipse of luminous fluxes, and to provide an optical writing device and an image forming device that can reduce heat, noise and consumed power consumption. SOLUTION: The semiconductor laser is provided with a semiconductor laser chip 3 mounted on a support plate 2 arranged on a substrate 1 so that the chip 3 may emit the luminous flux of a laser beam in a direction almost parallel to the upper surface of the plate 2, and a deflecting section 4 arranged to change the direction of the luminous flux of the laser beam emitted from the chip 3. The deflecting section 4 is constituted to deflect a luminous flux larger than the half the intensity of the distributed light of the luminous flux emitted from the semiconductor chip 3.
