PROBLEM TO BE SOLVED: To provide a device and a method for manufacturing an optical information recording medium by which a starting period of time is shortened, the period of time required for a pre-sputtering for preparation is minimized and a stably suficient vapor-deposited film is obtained. SOLUTION: In the manufacturing method of the phase-transition optical recording medium including at least a resin molding substrate, a first protection layer, a recording layer, a second protection layer and a reflective plated heat sink layer to be stacked and formed on the substrate by vacuum deposition as components, components on which membrane of component equivalent to stacks of at least one or more stacks of a stacked membrane is preliminarily stacked is used at least one or more inboards of a vacuum tank of a device which performs the vacuum deposition.
