PROBLEM TO BE SOLVED: To prevent a consolidated layer for preventing scattering of the granular particles such as sand, from being broken by the growth of weeds. SOLUTION: A scattering preventing agent is prepared by mixing an emulsion with a salt or an alkali agent. The consolidated layer 12 for preventing the scattering of the granular particles is formed on the surface layer of a collection part 10 of the granular particles by spreading the scattering preventing agent on the collection part 10. Water can be used in stead of the emulsion to be spread on the collection part as the scattering preventing agent. As the salt, calcium chloride, sodium chloride or the like may be used and as the alkali agent, slaked lime, cement or the like may be used. COPYRIGHT: (C)2004,JPO
