PROBLEM TO BE SOLVED: To set a communication path without using the resource of a line connected to an exchanger and a switch resource in the exchange, when subscribers in the same access network device conduct communications. SOLUTION: When the arrival number of setup from the subscriber 3 is analyzed in the exchanger 1 and the subscriber 3 and the subscriber 4 (Internet network) are determined to exist within the same access network, an allocation message for requesting the communication path setting of the subscribers is transmitted, and the communication path 8 is set among the subscriber 3, the network device 2 and the subscriber 4.
