PROBLEM TO BE SOLVED: To provide a paving method using water-permeable blocks without using joint sand, for solving problems of conventional construction methods such that water holes in the blocks are blocked with earth and very fine sand contained in the joint sand during joint-filling operation, resulting in clogging and deterioration of permeability functions; to provide a reinforced plate for use in water-permeable block paving not using joint sand. SOLUTION: A means that takes the place of joint sand used in conventional construction methods is needed to effect block paving without using joint sand. Blocks with depressed sides are used as the means. The plastic reinforced plate for the water-permeable block paving is formed having both a horizontal plate which bites into depressions in the sides of the opposite blocks to prevent formation of a difference in height between the blocks and a vertical plate for securing joint width and preventing the horizontal plate from moving.
