PROBLEM TO BE SOLVED: To provide a titanic acid compound powder useful as a pigment for cosmetics etc., and to provide cosmetics. SOLUTION: Powder of flat granular particles consisting of titanic acid compounds A to E and having an average size of 1 to 30μm and an average thickness of 0.05 to 3μm is obtained. When R<SB>1</SB>stands for Li, Mg, Ca, Zn, Ni, Cu, Fe, Al and R<SB>2</SB>stands for Li, Mg, Ca, Co, Ni, Cu, Zn, Sr, Ag, Sn, Ba: (1) A stands for a compound of an anatase crystal phase in which part of the Ti site of a TiO<SB>6</SB>octahedron is substituted by an R<SB>1</SB>ion; (2) B stands for a laminar compound which has a laminar structure consisting of the linkage of the TiO<SB>6</SB>octahedra and in which part of the Ti site is substituted by the R<SB>1</SB>ion, and the R<SB>2</SB>ion exists between the layers; (3) C stands for a compound MTi<SB>n</SB>O<SB>2n+m/2</SB>[M: Li, Mg, Ca, Zn, Ni, Cu, Fe, Al, n: 0.5 to 2, m: the valance of M]; (4) D stands for a complex compound consisting of particles formed by combining the compound C and titania; (5) E stands for a complex compound consisting of particles formed by combining≥2 kinds of the compounds C; and (6) F stands for a complex compound consisting of the particles formed by combining≥2 kinds of the compounds C and titania.
