<P>PROBLEM TO BE SOLVED: To instantaneously produce hydrogen and to improve the production efficiency of hydrogen by smoothly performing the starting of a reforming device by an internal combustion type reforming method. <P>SOLUTION: The reforming device is provided with a starting burner, and produces a reformed gas by bringing a carbon-based fuel and air into a reforming reaction on a reforming catalyst filled therein. The carbon-based fuel is burned with the starting burner and is introduced onto the reforming catalyst to preheat the reforming catalyst with the combustion heat of the carbon-based fuel and instantaneously produce hydrogen by the partial combustion of the carbon based fuel. Further, the fuel, air and water are timely introduced in suitable amounts in accordance with the conditions of the progress of the preheating in each part including the reforming device to improve the production efficiency of hydrogen.
