<P>PROBLEM TO BE SOLVED: To turn on a switching element on high side after it is charged by a power capacitor after the cancellation of shut down. <P>SOLUTION: A drive circuit 2 outputs an output signal on high side for turning on a main switching element Q1 on high side and an output signal LO on low side for turning on the main switching element Q2 on low side.
