<p><P>PROBLEM TO BE SOLVED: To prevent generation of dioxin by emitting highly dense negative ions, in a fuel oil burner portion and a smoke exhaustion tube portion of an incinerator, by reducing generation of microcrystalline carbon and preventing synthesis by oxidation reaction. <P>SOLUTION: Negative ion emitting electrodes are arranged at predetermined intervals in a fuel oil burner air supply pipe and a smoke exhaustion tube of the incinerator. A negative high voltage direct current pulse with a voltage of≥7000 V and a pulse number of 10 to 100 kilopulses, and a positive high voltage direct current pulse with a voltage of≥3500 V and a pulse number 10 to 100 kilopulses at a rate of 1/10 to 1/100 with respect to the negative high voltage direct current pulse are intermittently applied by a high voltage direct current pulse generator.
