PROBLEM TO BE SOLVED: To suppress the deterioration of image quality resulting in the conversion of a composite signal into a component signal, particularly when classification is not appropriate, by performing classification while approprietely reflecting the relation of target pixels and its peripheral pixels . SOLUTION: A class tap extracting section 51 extracts a class tap from inputted composite signals. A vector-generating section 52 generates a vector having respective pixel values of an inputted class tap as elements and delivers the vector to a class code determining section 53. The class code determining section 53 selects a vector closest to a vector inputted from the vector-generating section 52 from among representative vectors prestored in a representative vector memory 54 and delivers a corresponding class code to a forecast calculating section 56. The forecast calculating section 56 operates the forecast tap of a composite signal inputted from a forecast tap extracting section 55 by using a forecast coefficient corresponding to a class code read out from a coefficient memory 57, generate the component signal and outputs it.
