PROBLEM TO BE SOLVED: To solidify a high performance heat insulating material with hydrophobicity and micropores and suppressing the heat conductivity lower than that of still air by the use of a binder without deteriorating the heat insulating performance. SOLUTION: Silica secondary particles 3 of silica xerogel and an inorganic binder 7 of which the heat conductivity is lower than that of the still air are combined with water soluble binder particles 8 and, thereafter, the water soluble particles 8 are removed. Thereby, the inorganic particles combines with the silica secondary particles 3 by themselves and solidify the same. In such a manner, the heat conductivity of the solidified heat insulating material is suppressed lower than that of the still air and the high heat resistance can be obtained.
