PROBLEM TO BE SOLVED: To fix a piston rod at a predetermined position, and to exert spring force to a piston rod in the fixed position. SOLUTION: The piston rod 18 is fixed to a piston 26 built in a cylinder body 23. A brake unit 40 is disposed inside a cylinder body 24 for a brake, and backward movement of the piston rod 18 at a predetermined stroke position is regulated by the brake unit 40. A forward load is applied to the brake unit 40 by a tapered rod 63 energized toward the brake unit 40 by a spring member 65. Therefore, even when fluid in a fluid chamber 27a for forward movement is discharged, the forward load is applied to the piston rod 18 via the brake unit 40 by the tapered rod 63.
