PROBLEM TO BE SOLVED: To provide a paper handling device and an image forming device which carry chads by certainly loading the chads on a conveyor belt. SOLUTION: This paper handling device is furnished with a punching unit 4 to punch a sheet carried in, a conveyor unit 5 to carry the chads punched by the punching unit 4 and a chad storage hopper 3 to store the chads 23 carried by the conveyor unit 5, and a distance to carry the chads of the conveyor unit 5 is set to be more than width of punched holes on both ends of the punching unit 4.
