<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus restraining the deterioration of image quality and the shortening of the life of an image carrier caused by the adhesion of carrier to the image carrier to the minimum while restraining toner consumption by recycling toner without adding a new mechanism. <P>SOLUTION: An image forming apparatus 100 is provided with a recovery means 106 for recovering developer remaining on the image carrier 101 after transfer and a carrying path for guiding the developer recovered by the recovery means 106 to a developing means 104.
