<P>PROBLEM TO BE SOLVED: To freely vary the software of a navigation device using a simple arrangement. <P>SOLUTION: The IPL (initial program loader) of a boot ROM is activated upon the start of the navigation device 1. The IPL reads the general-purpose program 4 of an IC card 2 into a DRAM 3 and expands and executes the program. For example, an update program and update data are read as the general-purpose program 4. Data in a flash memory and data in a magnetic disk device are updated with the update data by the update program. A restoration program for IC is read from the IC card 2, whereby setting data on the ICs to be restored of a flash-memory type PLA (programmable logic array) or the like, can be rewritten.
