PROBLEM TO BE SOLVED: To detect a detailed position of a train on rails at low cost. SOLUTION: A current position of the train on the rails is detected on the train. An on-train transceiver transmits a signal of the current position, and a ground apparatus receives the signal through a public radio network. A scheduled traveling pattern is stored in a storage area of the on-train apparatus. When the current position of the train is out of a prescribed area including the scheduled traveling pattern, the on-train transceiver transmits the current position signal. If a deviation is in excess of an allowable range, the train position is transmitted more closely than a fixed cycle (t), so that the train position is transmitted to the ground apparatus in real time.
