PROBLEM TO BE SOLVED: To realize the change of the draw ratio of sheet-like matter having a tilted orientation axis and the stable conveyance of the sheet-like matter. SOLUTION: A tentering device 10 comprises a right rail 11, a left rail 12, endless chains 13 and 14, respective film width controlling parts 16 and 17, respective angle controlling parts 20 to 23 and controlling parts 25 and 26 at the exit of the tentering device. When the draw ratio W2/W1 and an orientating angleαare changed by driving the respective film width controlling parts 16 and 17 and the respective angle controlling parts 20 to 23, the controlling parts 25 and 26 are moved widthwise under the condition that the positions of sprockets 36 and 33 located at the exet 32 are kept unchanged relative to the conveying direction of a film.
