PURPOSE: A top plate for a desk and a method for manufacturing the same are provided to have no risk of a wound or injury caused by getting run against an edge or the like, prevent the rolling down of a pen or the like and enable the use of double sides. CONSTITUTION: The top plate(10) comprises: a top plate main body(20) having a predetermined surface area; and a circumferential member(30) of rubber or synthetic resin attached to the circumferential portion of the top plate main body(20). Grooves(32,34) are formed integrally on the top surface(31) of the circumferential member(30). The circumferential member(30) is injection molded so as to surround the outer surface of the main body(20) being inserted into the circumferential member(30).
