PURPOSE: A water pressure type water turning packer and a method are provided to bypass and flow sewage flowing through a pipe to the ground without passing through an intermediate pipe mounted between manholes. CONSTITUTION: A water pressure type water turning packer comprises a water proof body(1a,1b) inserted into a pipe formed with upper and lower through-holes(6a,6b) at the upper and lower parts, composed of an upper water proof body including the upper through-hole and a lower water proof body including the lower through-hole, and mutually combined and separated; a sealing member(11) inserted between the upper and lower water proof bodies to keep watertightness in combining the upper and lower water proof bodies; an air belt(3) inserted between an inner wall of the pipe and the outer peripheral surface of the water proof body to seal the pipe and the outer peripheral surface of the water proof body in receiving air; an upper through pipe(5) bonded to the upper through-hole of the water proof body; a lower through pipe(7) bonded to the lower through-hole of the water proof body; and an opening and closing device(8) for selectively opening and closing the lower through pipe.
