PURPOSE: A bicycle having a safe-illuminating device driven by an independent electric power is provided to efficiently utilize the generated power and apply brilliant illumination of the device for safe driving at night. CONSTITUTION: The bicycle(10) comprises an independent electric power(20) having a power device(21) between frames(14) of wheels(11,12); and a safe-illuminating device(30) having a space(110) mounted with an illuminating body(120) having multiple LEDs(122) and two supporting bars(100) for receiving the illuminating body(120) on both axes(13) for the wheels(11,12), an emergency light(200) consisting of a lamp bulb(210) having a rotational panel(212) and a transparent cap(220) for covering the lamp bulb(210) installed outside the supporting bars(100).
